The Irrigation Department is under the Agricultural and Cooperative Ministry, which is under the control of a coalition party in the Yingluck government. This party is in turn controlled by a Suphan Buri politician. No doubt, from an aerial perspective, Suphan Buri is relatively dry compared with other provinces. Hence, is it fair to say that the massive floods approaching Bangkok are a result of corruption and self-serving engagements of just a few men and women?
