Neo-conservative Kenneth Adelman was quoted as saying that, since America’s first war with Iraq was a “cakewalk”, the same would be true of the second one. What he failed to grasp was that the objectives of the two wars were completely different.
In the first war America’s objective was simply to drive the Iraqi army out of Kuwait. In the second war the objective was to overthrow the Iraqi government and replace it with a Western-style democracy. In other words, the first war required a military solution where America had a tremendous advantage, while the second war required a political solution, which America proved to be totally unqualified to implement. And that’s why the consequences of that war have been disastrous.
