Boosting annual fees for older cars would amount to only a few baht per day, and I’ve seldom seen a jam caused by a broken-down jalopy.
For immediate and sustained relief, try what’s worked elsewhere: expensive and immediate tow-aways, as in New York, run by private firms, with photographic evidence of guilt required before towing; expensive off-street parking (so people are discouraged from bringing cars downtown); purchase permits to buy a car, based on parking space available in the purchaser’s home (as in Singapore); and parking permits issued only to downtown residents (as in Rome, so you can’t park if you live outside the city limits).
As incentive to commuters, provide fast, convenient, inexpensive, safe mass transit, preferably by subway or elevated train. Coordinate all forms of land transport. To discourage racing by bus drivers, make revenue-based compensation illegal. Charge what the market will bear, but with hefty discounts for the poor, elderly and students. Do away with official cars for civil servants and MPs, except those required for security reasons, so that our leaders share the benefits and problems of those they serve.
Let’s see decisive action, General Adul, not just talk.
