US ambassador should explain Puerto Rico

Instead of talking about Thailand's internal politics, the US ambassador should have talked about Puerto Rico's "unpayable" US$72-billion debt.

As the Associated Press reported on Thursday, this US territory, with only 3.5 million people, wants to change existing rules, declare bankruptcy and have its debt simply disappear.
What are the people of Southeast Asia to make of this? What message about debt is the US sending? Do the rules simply change when debt gets too big?
Please explain US capitalism to us, Mr Ambassador, with regard to debt.
