Uber should propose a draft law for consideration at a public hearing and by the junta, based on the laws of Indonesia, Malaysia and Singapore. The law will be to ensure rides that are (a) safe, (b) convenient, and (c) at costs acceptable to all concerned, in a competitive environment.
Under the new law, all such cars and songtaews under Transport Ministry regulation should have three-point seat belts, with buckles, for all passengers; insurance for passengers; ability to telephone for a pickup; a convenient way (preferably app-based) for riders to evaluate their driver – with automatic suspension of licence when the score drops below a given level; and usage of GPS or equivalent to track each ride in real time. Also, no route monopolies can be allowed.
