Kick out American involved in the abuse of cat

As a regular reader of The Nation, I read on Saturday an article of this American person who let his cat fight with a scorpion. For a cat lover that is just disgusting and unacceptable and not funny at all. Legal steps should be taken.
As a foreigner I know how difficult it is right now to get a visa. So I wonder why this “funny guy”, can stay in Thailand for 3 years?
I have one thought: Immigration officers, please do your job and kick him out of the Kingdom of Thailand!
The American admitted he has no degree from a university. Hey buddy, I can see this!
