Russia and Ukraine have agreed to begin a temporary ceasefire in Oleshky on 27 October 2026 to allow humanitarian aid deliveries and civilian evacuations, following mediation involving US first lady Melania Trump. The White House credited Melania Trump with securing the agreement in an announcement on 23 October. The deal provides for a temporary halt to military operations in the Russian-controlled city and a designated safe passage for civilians.
Russia’s Chief of the General Staff, Valery Gerasimov, said on the Defence Ministry’s Telegram channel that Russian troops would halt fire at 0100 GMT on 27 October to allow the humanitarian operation to begin.
Ukraine’s General Staff subsequently confirmed that Ukrainian forces would observe the Oleshky ceasefire from the same time and pledged to help the city’s residents.
The White House’s initial Oleshky announcement gave 29 October as the start date. The subsequent Russian and Ukrainian military announcements specified 27 October.
Oleshky’s remaining residents urgently need medical care, medicine, food and clean water, Melania Trump said, describing a population made up mainly of elderly people.
“The situation in Oleshky is dire. Oleshky is a front-line war city on the brink of disaster,” Melania Trump said in the White House statement.
Under the Oleshky agreement, civilian teams from Russia and Ukraine will visit residents in their homes to assess their needs and organise transport for those wishing to leave. Evacuees will receive assistance to reach their preferred destination, whether in Russia or Ukraine, according to the White House.
Melania Trump said an American media organisation would accompany the teams to document the Oleshky operation. Newsmax, a right-leaning US news outlet, separately said its cameras had been granted exclusive access.
Oleshky lies across the Dnipro River from the Ukrainian-held city of Kherson. The White House estimates that 1,700–2,000 people remain, mainly elderly residents and about 50 children, compared with roughly 24,000 before the war.
About 90% of Oleshky was flooded following the destruction of the Kakhovka Dam in 2023, according to the White House.
Ukraine’s lead negotiator, David Arakhamia, said on Telegram that the humanitarian operation in Oleshky would begin once the ceasefire took effect. Arakhamia described the agreement as the result of a lengthy process involving Melania Trump and Pope Leo XIV to establish a corridor for aid deliveries and civilian departures.
The Kremlin welcomed the Oleshky agreement and praised Melania Trump’s role. The Kremlin said US President Donald Trump and Russian President Vladimir Putin had discussed the details, following Putin’s earlier assurance to the pope that Russia was willing to cooperate on humanitarian assistance.
Melania Trump and her representative worked directly with Russian and Ukrainian leaders to define the terms of the local ceasefire, the White House said. The first lady has also worked to reunite Ukrainian children taken to Russia during the war with their families.
The Oleshky agreement comes as Donald Trump presses Ukrainian President Volodymyr Zelenskyy to reach a deal with Putin to end the war that followed Russia’s full-scale invasion in 2022.
