"The list has completed and there is no disagreement between the Defence Ministry and the prime minister as speculated," he said.
Yuthasak confirmed there would be no change to the list finalised on September 1.
He said he met PM Yingluck Shinawatra on Wednesday to discuss about the military involvement in relief operations for flood victims.
He said Yingluck did not raise the issue of military assignments.
Following his meeting with the prime minister, he said he met with Yingluck's secretary general Bandhoon Supakavanich to check on his ministerial request to create a new advisory position.
The new position, to be filled with a senior general (equivalent to field marshal), would need a Cabinet approval before taking effect.
The ministerial request is presently being reviewed by the Council of State before the Cabinet debate.
Military observers said Yingluck was taking time to forward the list of military reshuffle for royal endorsement because of the linkage to the vetting of the advisory position.
