The ministerial memo, signed by deputy permanent secretary Pracha Terat on August 31, cited the telephone bill expenses as reason and urged the supervisors of each office to control the telephone usage as appropriate. That is; to make a long-distant or international call, the caller official must write in the logbook details of the number and the mission; to make urgent long-distant calls for personal matter, the caller officials must be responsible for the expenses – both cases of which the callers’ supervisors’ permission must be obtained first.
