The ministry also sought to raise student awareness and change their attitude toward the use of helmets by children and towards compliance with the regulation that children should wear helmets.
The ministry said schools should promptly educate and warn students about all violations.
The education and training departments in localities have been asked to issue specific regulations to deal with students' violations and to increase the use of helmets by children.
The ministry also requested all primary and secondary schools to publicise and ask students' parents to sign commitments that their children would wear helmets while riding pillion on motorbikes or riding electric bikes.
In addition, the ministry will use helmet-use rates as a criterion to evaluate schools in the 2014-2015 school year.
