The project comes after a study last year found that the IQ and EQ of first graders was 93.1, lower than an earlier figure of 94.5.
The study was initiated by NRC member Amornwit Nakhonthab, and involves three agencies.
Amornwit wants more investment in home and school education under the project.
Speaking at a NRC meeting, he said he hoped the endeavour would have the long-term support of the Education Ministry and the NRC.
The study showed that many parents lacked ideas on how to rear children properly, resulting in them having a lower IQ and EQ.
This is compounded by the inadequacy of many teachers at the elementary level.
The project has been jointly organised by public organisations – the Quality Learning Foundation, which Amornwit is an adviser for, the Ramajitti Institute and Rajanukul Institute under the Public Health Ministry.
The study was conducted in Chiang Rai, Surin, Ayutthaya and Phuket.
Amornwit said the return on investment would be sevenfold, as it would reduce the amount of money the state would have to spend on treatment and behavioural readjustment in the future.
He said the state, under the political and educational reforms, should be required to spend more money under this project and be aided by the community, families, |local administrative bodies and the private sector.
