The suspects, aged 22-49, were arrested last week in the capital and the states of Selangor, Johor, Kedah, Perak and Perlis, police spokeswoman Asmawati Ahmad said.
The engineer, who works for a private company in Selangor, and five others were arrested for promoting the radical Islamist ideology, she said.
The remaining eight suspects were arrested for collecting funds and providing financial assistance for the recruitment operations of local IS militants, Asmawati said.
The recent arrests brought to 193 the total number of suspected IS supporters detained since the crackdown started in February 2013, the police said.
Nearly 100 Malaysian IS supporters have gone to Syria and Iraq to fight with the militants, according to police estimates.
