This has been made possible through an order issued by National Council for Peace and Order (NCPO) chief General Prayut Chan-o-cha, who also serves as the prime minister.&nbsp; 
The order, which was published in the Royal Gazette on Tuesday, is aimed at preventing a management vacuum at higher educational institutes.&nbsp;

Higher education executive appointment rules changed

Higher educational institutes may now appoint a person who is neither a civil servant nor a current employee to the position of president, vice president, dean, deputy dean or equivalent.
