Two fire engines took about half an hour to put out the blaze after it raged through the house, including several cages with dogs in them.
Firefighters found more than 10 charred dog carcasses and several other dogs who were burned and severely injured.
Duangporn Wassanasathien, 32, said her brother, Chatchai Wassanasathien, 44, used the old house as a dog farm.
She said no one stayed at the house but her brother turned lights on to warm the dogs.
Police have yet to summon Chatchai for questioning.
