All the time in the world

I found this story curious. Defence Minister Air Chief Marshall Sukampol Suwannathat denied he had failed to respond to government directives. I thought the idea of having an ACM as defence minister was based on the assumption that he knew something about the armed services and could contribute to  decisions, rather than just obeying orders. Are all the ministers in this situation? Apparently the prime minister has enough spare time and sufficient ability to carry out the duties of defence minister as well. If she bumps into one of those Navy chaps in her new job, he would probably advise her that when the ship is in very heavy weather, the commander should be on the bridge
