Tax vehicles based on pollution level

The excise tax on cars should be based on fuel consumption during a standardised city driving cycle.

The fuel consumption result from a city drive test will separate gas-guzzlers from gas-sippers, and will be clear and easy to understand. There is a connection between how much gas a car consumes and how much it pollutes. And even more easy to understand is that when a car uses two or three times more gasoline than another car, this car is not good for people living in the city, nor for the not-endless oil wells.
But it is sad to observe that, worldwide, if you have a lot of money, you are free to pollute as much as you want, or as much as your wallet will allow you. Governments do not regulate rich people – economic regulations are only for ordinary people, to keep them in line.
