Lack of English proves frustrating for visitor

I would like to bring to your attention the fact that not enough Thais speak basic English in a country that is becoming increasingly westernised and where last year more than 15 million visited Bangkok.

Surely this would be enough for the Thai government to make an all-out effort to have more English taught in schools. It can only benefit the country. I visit Thailand at least twice a year, and although I can speak some Thai, I find it very frustrating when shopping or eating out when some Thais make no effort to speak English.
Can the Thai police please enforce the law regarding motorbike riders who consistently flout the law by riding along the sidewalk in Srinakarin Road in the area around Seacon Square and Paradise Park shopping malls. It is dangerous for pedestrians and is causing many paving slabs to be broken.
