An obvious solution

There is a front-page article in Pattaya Today (July 16-30) about the Public Health Ministry's call for foreigners to buy health insurance before entering Thailand.

But an insurance underwriter complains, “These low-cost policies mostly only cover loss of luggage, crashes and maybe minor complaints. They certainly won’t cover in-hospital treatment, which is where the main problem is.”
But this is what amazes me: According to the article, unpaid hospital bills by foreigners amount to Bt70 million a year. That means that, on average, the 24.5 million foreigners who visit Thailand annually will run up unpaid medical bills amounting to less than Bt3 per person! So why not just charge every foreigner a Bt3 tax when entering the country?
