While I don't pretend to believe that the accessibility to Thai government agencies is comparable to, say, the US, there should be some way to access them. After three letters to the Ministry of Foreign Affairs and no response, not even a form-letter repl

The first letter was mailed via regular mail from Banphot Phisai in September 2011. No response. The second was mailed EMS from Banphot Phisai in March 2013. Both were addressed “to whom it may concern”. Since it seemed that it didn’t concern anyone enough to bother to reply, I sent a third letter via registered mail – return receipt requested – from the United States in June, addressed to Mr Chroenrat Chimsamran, director-general, Affairs Division. All of these letters were properly addressed.
The letter simply disappeared. When no signature from whoever accepted the letter was forthcoming, I made inquiries to the US Postal Service. It traced the letter to the point where it cleared Thai Customs at 1.57pm on June 21. It also stated that a registered letter is hand-carried and cannot be released without a signature, but was at a loss to explain what happened to the return receipt. I am trying to get further clarification, since I paid for a receipt signed by whoever accepted the letter.
