Stop building settlements to stop rocket attacks

Recent newspaper letters have complained that the media is making Israel look bad. Yet while more than 500 Palestinians have died - many of them children - as a result of this latest conflict, about 20 Israelis, mostly soldiers, have lost their lives.
Can anybody believe Israel is responding in a proportionate manner?
Israel says the Palestinians started the violence. But the occupation and the spreading of the Jewish settlements are themselves acts of violence that have caused far more suffering than the Hamas rocket attacks.
So I’d like to make the following ceasefire proposal: why doesn’t Israel agree to stop building settlements if Hamas agrees to stop firing rockets. And let’s take it from there.
