So the upper echelons of the police force are to be shuffled around in response to the recent exposures of graft and corruption at the top levels.
This is analogous to the Catholic Church moving sexually abusive priests from one parish to another, offering them new and greener pastures for their nefarious deeds.
Or if you like, analogous to moving deckchairs on the Titanic.
