44 is an inauspicious number in Chinese; can't someone rejig that?

One of the objections to Article 44 is that its very number is considered inauspicious by the Chinese. In Mandarin, "four-four", pronounced, roughly, "sz-sz", means "die-die".

As a person of superstition, I find this coincidence worrisome. 
The problem can be solved by giving the article a more auspicious number. I suggest 99. In Mandarin, “nine-nine”, pronounced, roughly, “jyo-jyo”, means “save-save”. 
Of course, you might also have to fiddle with the contents a bit. Nobody ever said political reform would be easy.
