A mysterious prediction of Thailand's future

I’ve got it! I’ve got it! After 29 years in Thailand, I’ve finally figured out who really runs the country. It’s not the government, it’s the astrologers. Could they be the “third hand” everybody is always talking about?
Only in Thailand could the prediction of an astrologer make front-page news.
But I am puzzled. Famed astrologer Warin Buawiratlert is quoted as saying that PM Prayut will be running the country without any disturbances for three more years “because the country’s star is not ominous”.
No doubt this Delphic statement reads better in Thai, but what exactly does it mean? That the country will be peaceful for the next three years? If so, why doesn’t Khun Warin just come out and say so? And how does that connect with PM Prayut’s remaining in power? Is he saying that only Prayut can keep the country peaceful for three more years?
