Pattaya discos open all night

I would like to ask your readers for advice as to how the residents of Pattaya can file a complaint with the National Council for Peace and Order.
Perhaps the ruling junta has no idea what is happening here, but we are dealing with very noisy discos. There are no regulations at all to control the noise level along the 3rd Road, where places remain open as long as there are customers, sometimes until sunrise.
My Thai wife gets no sleep at all between 2 and 6am, and yet needs to go to work at 7am.
