Without police presence, how can we weed out poor drivers?

In response to the idea of a points system to weed out poor drivers, I think it’s important to consider that large swathes of rural Thailand have zero police presence.
My district is full of drivers committing offences with no one to witness the event or take action. The police only attend when there is an accident, so must we assume that drivers of crashed vehicles who survive will be the only people suffering this deterrent.
