Punish the breeders, not the dogs

It was most uplifting to read how people are trying to humanely resolve the stray dog problem. But one question I've had for years is why isn't anything being done about the breeders?

Even if every pet and stray dog was spayed or neutered, within a matter of months the breeders would bring into this world thousands of new puppies who in many cases will ultimately end up on the streets.

I don't see how we can ever solve this problem until there is a major crackdown on the breeders who are a plague on society.
