No sensible person would sanction this

 MR Pridiyathorn Devakula’s contention is difficult to argue against, since no pawnbroker would ever loan out a sum higher than market value of any collateral, as currently contemplated by the government. Also it is difficult for any minister to legally defend such a proposal since it is basically against common sense. So, advice from a fellow expert like MR Pridiyathorn should be taken seriously by any minister responsible for this rice policy.
