I was confused by the word “refurbishing” in the article heading. I started to look for a new plan aimed at low- to middle-income Thais to give them the ability to refurbish their homes with a new roof, windows, kitchen equipment, running water, water storage, upgraded bathrooms and an added living or bedroom. Not in the article. But it hit me that this might be just what the doctor ordered: coordinate with Visa, MasterCard and the top home improvement companies who have their own, branded credit cards, to issue cards to targeted lower- to mid-income producers. The government merely guarantees either or both the principal up to a limit, and/or interest. No out of pocket cost to the government unless a default, and nobody can say it is aimed too high on the socio-economic scale. Pretty easy to monitor and even collect on, should the card-member get into trouble repaying. Local consumption increases. Lifestyle and health improvements subsidised.
