Health scheme not what it seems

Our maid has the government's healthcare card for the Bt30 plan.

About two weeks ago while at work she became ill and I took her to Maharaj Hospital in Chiang Mai. She was cared for by a young doctor who seemed anxious to finish with her as he hurriedly ordered medicine – an IV and a few pills – and disappeared from the scene after arranging an appointment for her on August 31 at 9am.
On that date it wasn’t until mid-afternoon that a different doctor told her the medicines she’d been given were wrong for her condition, and that the replacement medicines were not covered by the Bt30 scheme. She had to pay Bt1,000 for the medicine to cure her illness. She was upset and had to borrow the money from a friend in order to get the medicine and be able to go home. So much for government healthcare.
Hopefully I am wrong, but the above sounds like a “bait and switch” scheme.
