Police aren't keen on policing protests

Concerning the role of the police in the 2010 red-shirt protests:

Thailand does not have clear laws concerning protests, and police officers who took decisive actions in prior yet smaller situations were punished: former Metropolitan Police Commissioner Police Lt General Asawin Kwanmuang, former Metropolitan Police Chief Lt-General Suchart Muenkaew, and former National Police Chief General Patcharawat Wongsuwon.
Is this the only reason that the police did not take a prominent role in the 2010 protests? Doubtful. This is, after all, Thailand.
