Foreign residents fend for themselves

Plans for tourist "safety zones" in Thailand have hit the headlines in the last few days. Could they be referring to the "battle zones" in the South, the Burmese border areas, the Golden Triangle or the Cambodian border?
Or is this security only for the wild animals – tourists, or lions and tigers and bears?
What amazes me is that foreign residents are given no special care despite bringing in much more money than tourists.
