Fuel-efficient motor goes unpromoted

There is something wrong with the fuel efficiency policies in Thailand.

In this country a motor is produced which is arguably the most efficient ever built: a 1.6 litre Duratorg TDCi Diesel motor with a specification of 3.3 litres per 100 kilometres (about 72 miles per gallon) and a CO2 production far below average. This motor is produced for export and not available in a car produced here.
One wonders why the Thai government doesn’t stimulate the production of cars with a motor produced in Thailand like the one mentioned. The benefits for the country are very clear indeed: less import of fuel, beneficial to the balance of payments; less pollution of the environment; and fuel cost savings for the population. One cannot understand why the company does not produce cars with this motor. Wouldn’t this be the bestseller of the decade?
Answers to my questions would be much appreciated.
