Proposal cannot possibly be sincere

Talk is definitely superior to confrontation. PM Yingluck Shinawatra's proposal of a face-to-face exchange of views from all sides to reach common ground is praiseworthy but ambitious.

The attempt seems statesmanlike and spiritually uplifting, but, with the government’s agenda for a parliamentary debate and voting on an amnesty bill, it does not appear sincere, especially with the internal security measures already enforced.
I wonder whether this is the right hand not knowing what the left hand is doing, or simply another trick to fool the opposition.
