Thaksin can come back to Thailand any time he wants to. He would get bail or, at worst, the luxury-hotel treatment received by red-shirt leaders.
For which acts will Thaksin receive amnesty? Amnesty is given to people who have committed crimes related to their political beliefs. If Thaksin’s political beliefs are that a prime minister is allowed to abuse his position for self enrichment and has the right to raise an armed insurrection against the state and control the country ex patria, there might be a case.
His biggest crime in terms of self-enrichment was the Shin Corp share sale, for which the NACC is currently bringing charges against Surapong Suebwonglee, who was Thaksin’s information and technology minister. Why not bring Thaksin back to face those charges with his former employee?
