Concrete projects needed to improve English skills

Re: "Improving English skills is vital: Surin", Education, September 16.

Surin Pitsuwan, former secretary-general of Asean, said that as per the Asean charter, English was “the working language” of the grouping. All Asean business is conducted in English, yet Thai youths are lagging behind.
Prime Minister Yingluck Shinawatra often says the government is ready to accelerate the development of English skills, but I don’t see any substantial projects, other than the “English Speaking Year” project launched by schools last year. There is nothing to help boost Thai students’ skills this year, next year or in 2015, when the Asean Economic Community kicks off.
