Shame when it suits

People in power want to reverse the fire-truck purchase because of corruption and return the trucks to Austria and get the money back.

To prove they are serious, they stress they have already sentenced people involved in the corruption to up to 12 years in prison, but are shameless enough not to say they let the two culprits flee – one of them out of the country and the other vanished domestically.
Built-in knowledge about when to be ashamed, or even having any shame, seems to be unevenly spread among the people.
