Would Thailand let teenage rapists go free?

Two teenage boys have bragged online about raping drunken girls in New Zealand. CNN reports that one is the son of a police officer, the other the son of a Hollywood actor, but New Zealand police cannot legally do anything.

The girls were identified by name online by the sleazebags, so as to be “slut-shamed”.
Thailand might not be perfect, Thai police might not be world-renowned and Thai laws might sometimes be vague and loose, but somehow I believe we would find a legal way to get these rich-kid dirt-balls if such a thing happened here.
No offence to New Zealand expatriates is intended.
