Cities minus planning equals chaos

I despair over Thailand's lack of town plans, land zoning covenants, or building-to-public-space ordinances. If they do exist, they are too easily bought off with the right amount of folding stuff in a brown paper bag.
Rayong has long had a large market in the centre of town, which covers a whole city block. One half was covered market and the other half was open parking space.
Recently the owners of the market extended it to cover the parking area and are now rebuilding the other half of the old market site in a similar style. The end result will be a huge and impressive market standing proudly in the middle of Rayong.
The problem is that the market site is bounded by narrow streets and the developers have made no allowance for parking. Already it is nigh on impossible to use these streets, as motorcycles, samlors, cars and pick-up trucks double park and sometimes triple park as suppliers deliver goods or people do their market shopping.
Unfortunately our local experience is all too common an example of what is happening all over Thailand.
