Puzzled by the high price of Thai electricity

It has long puzzled me that electricity is so expensive here in Thailand.

Thailand has rivers, oil reserves and its own natural gas, yet buys electricity from China.
When I lived in California, with hot tub, air-conditioner and many extras, my electricity bill was much lower than it is here. (The hot tub doubled my bill.)
That was also true in Nevada, where I had air-con on all day, plus numerous electrical appliances, and the bill rarely broke $100 a month.
