What if the public rejects the new charter?

In yesterday's front-page headline, the CDC chief calls for a national referendum on the final draft of the new charter.

I’m guessing this has taken Thailand’s well-educated six to eight months to write, and must consist of hundreds or thousands of pages? How does the CDC chairman realistically expect the public to read, understand and decide on a document of this magnitude, as evidenced by his “hope that the new constitution would be the last permanent constitution in the Kingdom”? And if the public rejects it, what’s next?
