US confused as Iran pulls the wool over our eyes

According to the report, “In addition to Russia and China, the paper also includes Iran and North Korea as having nuclear and ballistic capabilities”.
Advance to a July 5 article headed” Iran talks in endgame, inch closer to nuclear deal” whereby US Secretary of State John Kerry and other major countries have been trying to secure an agreement on Iran’s nuclear development programmes.
It seems that the US is in confusion with the left hand not knowing what the right hand is doing and Iran “pulling the wool” over everybody’s eyes.
Totally confusing… could the US please explain?
