Healthcare costs, cigarettes and animal rights

Ref: "Public shouldn't pay for people who live unhealthy lives", Letter by JC Wilcox yesterday.

I don’t know exactly where I could find accurate figures, but it would seem that the taxes collected on cigarettes and alcohol alone, probably pay for the entire cost of the Thai healthcare plan for its citizens. So tell me JC, how is it that we are hurting others, or do you want to get back into the second-hand smoke debate?
Also, as an afterthought, you made the statement; “With rights, comes responsibility”. If that is so, then why did you and Eric Bahrt take exception to my comments that animals have no sense of responsibility and thus the only rights they have, are those we grant them? This was in the recent debate on “Animal Rights”. There seems to be some inconsistency here.
