Islamic State and drug cartels: What's the difference?

Various sources say that Mexicans have been killed at the rate of about 10,000 per year for past 10 years, all or most by drug cartels just south of the border with the US.

For instance, last year 43 students near the Mexican city of Iguala disappeared and the four men who “confessed” to their murders were tortured into confessing (Huffington Post, September 16).
What is the difference between the Islamic State killing people in France and drug cartels killing people in Mexico, especially since it is on the US doorstep and is in the thousands per year?
