What’s behind the loose airport connection?

I read with interest of Suvarnabhumi Airport’s move to increase the number of taxis to pick up arriving passengers.

I wonder why they are still promoting such an environmentally disastrous means of transport. I suggest they should instead immediately fix the existing rail link to the city and its Skytrain and Metro systems. I was deeply disappointed upon my arrival recently to find the rail link “out of order”, as I then had to struggle to get a taxi to town.
Or does the association of taxi drivers by some means prevent the rail link coming back online so as to secure their business?
