Mboweni was a cabinet minister under Nelson Mandela, and was also South Africa reserve bank governor and an international adviser for Goldman Sachs. He does not suffer fools gladly. He has received praise from Mohamed A El-Erian, whom many consider the finest market analyst around.
Mboweni became the first ANC member to speak outside ANC orthodoxy last week when he delivered his budget speech. “All our money has been stolen or wasted, our state has been mismanaged and brutalised. … The economy is in dire straits and is not growing at all. So if you want more state intervention, social spending or a massive civil service [jobs for pals and family], then you must tell me where we will get the money from – another VAT increase or begging from the IMF? All state-owned enterprises must be reconfigured. There are no more holy cows. If South African Airways cannot be saved it must be closed down. The state’s capacity is weak and must urgently be rebuilt. Corruption, corruption, corruption.”
Nothing can ever be fixed unless you admit it is broken. This from an ANC member is a profound admission! The economy is in tatters. Two days later Ramaphosa won private enterprise pledges totalling 290 billion rand (Bt653 billion) of investment in the economy. Many accuse him of moving too slowly. But as we say in South Africa, “How do you eat an elephant? In small bites.”
Finally there is hope that Mandela’s legacy will not be wasted.
