Thailand’s EXAT plans to raise THB20bn for Phuket expressway Phase 1

The fundraising plan is expected to become clearer from 2027, with EXAT targeting about THB20 billion for Phase 1 of the Phuket expressway.

  • The Expressway Authority of Thailand (EXAT) plans to raise approximately THB20 billion via an Infrastructure Fund.
  • The funds are designated for Phase 1 of the Phuket Expressway Project, which covers the 3.98-kilometre Kathu-Patong section.
  • This phase will feature an elevated expressway and a mountain tunnel to connect Kathu district with Patong Beach.
  • Construction for the Kathu-Patong section is scheduled to start in October 2027, with a planned opening in October 2031.

The State Enterprise Policy Office (SEPO) has announced preparations for fundraising through an Infrastructure Fund (IFF), with a combined target of THB60 billion to THB70 billion.

Details are expected to emerge progressively from 2027.

The Expressway Authority of Thailand (EXAT) is among the participating agencies and plans to raise about THB20 billion.

EXAT intends to use the funds raised to develop Phase 1 of the Phuket Expressway Project, covering the Kathu-Patong section.

The 3.98-kilometre route will comprise an elevated expressway and a tunnel through a mountain, linking Kathu district and Patong Beach in Phuket province.

It is expected to open in 2031.

While the fundraising plan moves ahead, EXAT is accelerating efforts to move the Phuket Expressway Project forward.

Phuket Expressway Project Phase 1, Kathu-Patong section

Implementation schedule

  • Planned submission to the Cabinet for approval: December 2026

Current status

  • The project is being submitted to the Ministry of Transport for consideration and is expected to be put before the Cabinet for approval by the end of 2026.

Phuket Expressway Project Phase 2, Muang Mai-Koh Kaew-Kathu section

  • Length: 30.62 kilometres
  • Project investment value: THB46.752 billion
  • Land acquisition: THB22.012 billion
  • Construction and supervision: THB24.740 billion

Implementation schedule

  • Planned submission to the Cabinet for approval: September 2027
  • Construction scheduled to begin: October 2028
  • Scheduled opening: October 2031

Current status

  • EXAT is reviewing the investment cost framework and preparing to seek approval for the construction of Phase 2 and operation and maintenance (O&M) work for both phases under the public-private partnership (PPP) process. The project is expected to be submitted to the Cabinet for approval by the end of 2027.
