Rights Commission helpless over torture

The Myanmar National Human Rights Commission has received numerous complaints about the use of torture by the country's police force but is unable to take effective action, according to Win Mara, the commission's chairman.

“The most we can do is an educational campaign,” said Mara, speaking on Tuesday at the launch of the Myanmar translation of the Universal Declaration of Human Rights. The commission receives about 50 complaints daily, with most related to land-grabbing, torture in police stations and prisons, and unfair court cases.
“Myanmar police are still finding it difficult to adapt to being ‘good civil servants’, because they acted authoritatively for so many years,” said Win Mara.
