How about sweeping the corrupt garbage out of City Hall?

It seems that City Hall is offering citizens 50 per cent of the fine if they turn in those who litter Bangkok.

City Hall itself is littered with graft. Perhaps the BMA should also offer whistleblowers a similar reward for the task of sweeping out its very own administrational rubbish.
