The 30-year-old cyclist from Roi Ed timed 2:18:54 hours to dominate the first stage which covered a distance of 97km from Chiang Mai downtown to Chom Thong district.
She won the pink jersey with Yumi Kajihara of Japan , gold medallist from the 2018 Asian Games omnium event coming at second.
Jutatip who won the 2014 Incheon Asian Games road race also won the green jersey and blue jersey as sprint leader and best Asean rider respectively.
The 67km third stage race will remain in Chiang Mai on Tuesday.
