Thailand and Luxembourg deepen financial and capital market ties

Thailand and Luxembourg sign an MoU covering sustainable finance, FinTech, investment funds, capital markets, banking and insurance.

Thailand and Luxembourg have signed a memorandum of understanding (MoU) to deepen cooperation in financial services and strengthen links between their capital markets, with the agreement aimed at opening wider access to international finance and investment.

Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas represented Thailand in signing the MoU with Luxembourg Finance Minister Gilles Roth at the Queen Sirikit National Convention Center on October 14, during the 2026 Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group.

The agreement between Thailand’s Ministry of Finance and the Ministry of Finance of the Grand Duchy of Luxembourg covers sustainable finance, financial technology, investment funds, capital markets, banking and insurance.

It also provides for exchanges of experience on financial innovation and regulation as the two countries seek to strengthen the efficiency of their financial sectors and their ability to adapt to economic change.

Cooperation to include training and knowledge exchange

Under the MoU, Thailand and Luxembourg will promote the exchange of information, expertise and best practices in financial services.

The two sides also plan to organise training programmes and seminars to strengthen the capabilities of financial-sector personnel.

The agreement will further explore opportunities to promote joint investment activities and deepen connections between the financial and capital markets of Thailand and Luxembourg.

The cooperation is intended to create stronger links between ASEAN and European financial markets, giving Thai institutions and businesses greater opportunities to connect with international sources of capital.

Thailand seeks wider access to global finance

The Finance Ministry sees the agreement as another step in strengthening financial relations between the two countries and expanding the international reach of Thailand’s capital market.

Closer cooperation with Luxembourg, one of Europe’s established financial centres, is expected to support greater access to fundraising and investment opportunities for Thailand.

The MoU is also intended to encourage longer-term cooperation in financial innovation and sustainable finance, supporting the development of Thailand’s financial sector and the country’s long-term economic growth.
